Scott Sowers – President
I learned a long time ago while growing up in Daytona Beach and later moving to Flagler County the importance of relationship building and the bonds that can form as I have become a successful businessman. These bonds are what has carried Cline Construction through tough economic times and now as our local economy rebounds has taught us to be efficient and resourceful in everything we do. The idea that these efficiencies will be passed on to the customers we serve and the quality that goes along with the Cline Construction name will prove to be a long and ongoing relationship for all of us. Our founder, Sam Cline, would have it no other way.
Since 2011, when I became president of Cline Construction, I have done my best to keep our core values at the forefront. If you are considering using us for any of your infrastructure needs, just ask someone we have done work for. With hundreds of major projects constructed in the Flagler, St. John’s, Putnam and Volusia county areas our reputation precedes us from management to labor. We look forward to the opportunity to gain a new customer and hopefully a lifelong friend.

Cyriacus “Al” Alcindor – Senior Vice President / CFO
Cyriacus Alcindor, Sr., better known as “Al”, current responsibilities include that of Sr. Vice President and Chief Financial Officer. As a key member of the executive management team, he assumes a strategic role in the overall management of Cline Construction. As CFO, his primary responsibility is the day to day planning, managing, implementing and controlling of all financial-related activities within the company. He also serves as Office Manager, maintaining a high Integrity within all clerical and human resource office functions. Al believes a high level of integrity and dependability is what makes a company successful.
Al holds an Associate of Arts degree from Daytona Beach Community College and a Bachelor of Arts degree in Business Administration from the University of Central Florida.
Prior to employment with Cline Construction, Al was a Training and Development Specialist with Eckerd Drug Company and also in store management with the McDonald’s Corporation.
In 1986, Al left his native Saint Lucia, B.W.I. to join the U.S. Army. He subsequently served 2 years active duty at Fort Ord, California. He then transferred to Florida in 1988 serving another 6 years as a reservist during Operation Desert Storm.
Eric Rush – Senior Estimator / Vice President
As Vice President of S.E. Cline Construction, Inc. Eric Rush brings with him (20) twenty plus years of construction experience. Eric started his career right here at S.E. Cline Construction in Palm Coast,
Florida.
Upon graduation from Flagler Palm Coast High School (Class of 1999, Home of the Bulldogs) Eric started his career as a laborer for S.E. Cline Construction’s Land Development Group. In 2001 Eric decided to depart from Cline Construction and he ventured out into the field of Underground Utilities and moved up through the ranks to the position of Foreman which he held until 2015 when during a chance meeting with Scott Sowers, President of S.E. Cline Construction, Eric was offered an opportunity that he could not pass up. He was offered the prestigious position of Superintendent of their Land Development’s Underground Utilities.
In 2019 after successfully accomplishing all aspects of the field related side of the business Eric pushed himself to learn more by getting into the estimating side of the business. His dedication did not go unnoticed and in 2020, upon his retirement, Daniel Paton, former Sr. Estimator / Vice President passed his torch down. Eric accepted the challenge and stepped into the role as Sr. Estimator / Vice President without missing a step.
Eric sets a great example of starting at the bottom and working his way through the ranks to where he is today.
Daniel Smick – Director of Marine Operations
I moved to Palm Coast in 2010 and started for S.E. Cline Construction, Inc. in the late spring of 2014 as an estimator after years of living across the street from Jay Sampselle (project manager for Cline) and discussing opportunities to work local during grass mowing, car washing and other neighborly interactions. During my 11 years of traveling around the country I managed crews working in asphalt maintenance, paving, as well as installing Cure-In-Place-Pipe. This experience allowed me to excel within the Cline community growing from an estimator for land development, to project manager of land development projects. This commitment and understanding of construction caught the eye of Hap Cameron, Dir. Of Marine Operations (2000-2017) when he took me under his wing to enter into the Marine Construction world. I have loved the water since I was a little kid and naturally took very well to marine construction. I am very proud of my crews and my commitment to quality, safety, and an honest day’s work shows on our many successful projects built for municipalities and private homeowners.
I love the family oriented business model and am happy to work for Cline Construction for many years to come.
Jackson “Jay” Sampselle – Project Manager / Corporate Secretary
As Project Manager of S.E. Cline Construction, Inc. I bring over 25 years of experience, starting my career in the construction industry in 1999. Education: Bachelor of Arts degree from the University of North Florida with a minor in Political Science.
I got to know Sam Cline and Scott Sowers while working on a project in Flagler County and liked their values and what their company represented. I had been traveling throughout Florida and Cline’s projects were primarily in Flagler County. Fortunately, for me, Sam and Scott were willing to hire me on as a project manager in 2004. I’ve since managed over 150 projects over the last 20 years for them. I obtained my state underground utility license in 2006, and I became a Corporate Officer in 2020.
The work environment that Sam Cline created and Scott Sowers, along with his team, has been able to carry on is one that I feel fortunate to be a part of. I’m proud of the projects we’ve built over the years, and I plan to continue with S.E. Cline Construction until retirement. I appreciate all the opportunities they have given me.
Martin Bacon – Project Manager
Martin “Marty” Bacon is a Sitework/Utility Project Manager for S.E. Cline Construction. Marty moved to Flagler County in 1992 and graduated from Flagler-Palm Coast High School in 1995. He continued his education at Daytona State College for HVAC. Starting his career as a laborer; he worked his way up to running an inspection team for a local governing agency. Joining Cline in 2020 Marty brings 25+ years of experience in construction to our team.
Marty’s experience as a utility inspector has proven to be a real asset to our company by providing insight with our inspection authorities along with the network he has access to, in resolving issues and providing owners with expedited and seamless Certificate of Occupancy for projects.
Charles “Chuck” Durrance – General Superintendent
In the leading role of General Superintendent, on the Cline Construction team, I bring over 20 years of experience in our industry. My experience is proficient in earth moving, underground utilities, fine grading, and team building.
I started in the construction field at the age of 17 with on-the-job training that was offered as part of my high school education. After graduating from Flagler Palm Coast High School in 2004, I continued with the company that supported me through on-the-job training and was placed in the position as Foreman with their company.
I joined the Cline Construction team in 2018 as Project Superintendent overseeing earthwork, utilities, road work, and general site construction. My knowledge of the new technology in this business has brought us to the next level of efficiency.
As a Flagler County local, I have seen the development of Flagler County that Cline has been a huge contributor to, and I am proud to be one of the leaders of this business and team.
Matt Davis – Utilities Superintendent
Matt Davis is a seasoned Pipe Superintendent at S.E. Cline Construction. Having 33 plus years of experience in underground utility construction, Matt brings a wealth of knowledge and expertise to every project. His dedication to excellence and deep understanding of the industry has made him a vital asset to the S.E. Cline Construction team. Over the years, Matt has successfully overseen numerous and complex projects, ensuring they are completed on time and within budget. Matt is a local Flagler County resident, loves the Palm Coast / Flagler County area, and is committed to contributing to its growth and development. His commitment to quality and safety standards continue to drive the success of S.E. Cline Construction.
